Temporary Closing of SERC Library

The SERC Library will be temporarily closing, beginning on Friday, May 26, 2017.

Policies

Membership:

Membership is contingent upon the following information: home address; at least two phone numbers (home, cell, work, school); email address; and driver’s license number. A current work address and work email are also requested. Full-time students, living on or off campus, are required to provide a permanent home address and phone number. Patron information is updated annually. If you lose your Library card, a replacement card may be issued for the cost of $1.00. The Library does not share membership lists with other organizations. Your Library member number is found on the back of your Library card and applies to reserving and checking out Library resources, as well as searching the Library online catalog.

Borrowing:

Patrons may check out up to three (3) resources from each of the circulating collections.  Effective January 2016, patrons may borrow an additional two (2) book-format only resources each from these specific collections: Professional Books; Family Books; Young People’s Literature; Archive Books; Inservice Education Materials; and Instructional Materials (see COLLECTIONS).   

Collections:

  The ten (10) circulating collections are: Inservice Education Materials; Instructional Materials; Tests; Professional Books; Family Books; Young People’s Literature; School-Family-Community Partnership Resources; Primary Mental Health Program Resources; Vertical Files; and Archive Books.  Also available are: Reference Materials; Print Journals; Newsletters; and Assistive Technology Demonstration Resources; however, these four (4) collections do not circulate outside of the Library.  Journals may be accessed using your Library member number through the EBSCO Discovery Search tab of the Library online catalog.

Copy/Print Fees:

  The cost is .10 cents a page for the use of the Library’s printers and copiers.  As this technology is not coin-operated, it is necessary to pay by cash or check.

Drop Box:

  The Library does not have a drop box.  Resources must be returned to the Library circulation desk during Library business hours.  Items may not be returned by mail or left in the lobby outside of the Library or any other area of the building.

Food & Drink:

  The Library does permit food and drink to be brought into the Library.  However, it is restricted to the patron tables and the Reading Room.  Food or drink is not allowed while at the computer stations or in the stacks.

Loan Periods:

  All resources are to be returned within three (3) weeks from the date of check out (see OVERDUE FINES). 

Renewals:

  Library resources may be renewed one time for an additional seven (7) days from the day the renewal is placed (not the day the resources are due).  Resources may not be renewed if a hold has been placed on the resource by another patron.  To renew online, sign in to your Library account using your Library member number, or call the Library for assistance.  Patrons may not borrow the same resource consecutively.

Overdue Fines:

  Effective February 2016, resources will accrue an overdue fine of .10 cents per day, per resource/item for: Professional Books; Family Books; Young People’s Literature; School-Family-Community Partnership Resources; Primary Mental Health Program Resources; Vertical Files; and Archive Books.  Resources will accrue an overdue fine of .50 cents per day, per resource/item for: Inservice Education Materials; Instructional Materials; and Tests.

Non-Circulating Resources:

  Reference Materials, Print Journals; Newsletters; and Assistive Technology Demonstration Resources are the four (4) collections that do not circulate outside of the Library.  Journals may be accessed using your Library member number through the EBSCO Discovery Search tab of the Library online catalog or in person at the Library.

Reserves:

  Patrons may place a reserve (or “hold”) on a resource that is either available at the Library or currently checked out to another patron.  To place a hold on resources, log on to the Library online catalog using your Library member number, call for assistance, or visit in person.  Patrons may place a hold on up to three (3) resources from each of the circulating collections.  Effective January 2016, the Library will hold an additional two (2) book-format only resources each from these specific collections: Professional Books; Family Books; Young People’s Literature; Archive Books; Inservice Education Materials; and Instructional Materials (see COLLECTIONS).   The Library will hold reserves for three (3) business days.

Resource Pick-Up:

  If a patron cannot pick up resources in person, only a family member residing at the same address may pick up the resources on behalf of the patron.  Please be prepared to present a photo ID at the time of check-out.  The family member must present the patron’s Library card at the time of pick-up.  (Exception: see RESTRICTED TESTS).

Resource Returns:

  The Library does not have a drop box.  Resources must be returned to the Library circulation desk during Library business hours.  Items may not be returned by mail or left in the lobby area outside of the Library or any other area of the building.  Please see Library hours at http://serclibrary.blogspot.com/ or refer to the Hours & Calendar tab online.

Connecticut InterLibrary Loan:

  The Library participates in the Connecticut InterLibrary Loan Program for book-format only resources across the circulating collections.  Some restrictions may apply at the discretion of the Library.  Other resource materials are not included due to cost and often the size of the resources (see SERC INTERLIBRARY LOAN POLICY). 

Restricted Tests:

  Most of the Library’s restricted tests can only be loaned to school or clinical psychologists with current licensure or those with a doctoral degree in psychology or education.  There are a few restricted tests that may be borrowed by other professionals with active certifications in special education, occupational therapy, physical therapy, and/or speech & language pathology.  Patrons borrowing restricted tests must have verification of their current qualifications on file at the Library.  Restrictions and proof of qualifications are in accordance with the test publisher’s written constraints.  Persons other than the qualified patron cannot check out restricted tests on behalf of the certified patron. 

PLEASE NOTE:  The SERC Library lends its resources in good faith with the expectation that the resources will be returned by the due date.  To recover overdue resources, the SERC Library reserves the right to contact the patron whose account is overdue through home, cell, work, and school phone numbers, and email and mailing addresses, as necessary.  Any patron with overdue resources, unpaid overdue fines, and/or outstanding missing items cannot borrow until the issues are resolved.  Additional restrictions on patron accounts may be applied at the discretion of the Library.
